The Minister of Higher Education and Scientific Research, Prof. Dr. Nabil Kazem Abdel Sahib, chaired the sixth meeting of the opinion board, with the presence of its members from the advanced staff and the heads of all public universities.
During the meeting, Abdel Sahib directed the importance of maintaining the university environment, its laboratories, and its scientific and educational supplies during the summer vacation in preparation for the next academic year 2023-2022, and for university administrations to determine the starting line towards the necessary requirements in light of the university calendar, which set the second of next October as the date for the start of the new school year.
Abdel Sahib urged the formulation of the preliminary and graduate studies plan for the coming year and marking the path of the five-year plan that secures the country’s need for the required specializations in light of labor market variables and the space for integration with state institutions. The Minister of Education directed the formation of a committee for safety and risk management in universities to follow up safety and prevention measures, apply civil defense standards, and give more media and awareness momentum to preserve the green environment, university norms, campus privacy, and adherence to laws and instructions.
Abdel Sahib reiterated the importance of addressing the payment of lectures’ wages to teaching bodies according to fundamentalist contexts and based on the circulars and instructions in force, and stressed the need to enhance interest in scientific research and global publishing and to work hard to enroll the largest proportion of Iraqi scientific journals in international containers and to enable Iraqi universities to compete and be present in international classifications and develop fields of joint academic work with reputable international university institutions.
Abdel Sahib directed to follow up the file of transferring the lands that obtained the approval of the Council of Ministers to some universities, to complete the official bond issuance transactions, and to prepare a future plan for its occupancy in accordance with the requirements of universities.
The meeting discussed the axes listed on the agenda for the sixth session of the opinion board and voted on the following decisions:
▪ Handling cases of high diploma students who are returned to study in accordance with the instructions in force for the year 1982.
▪ Strengthening and developing scientific research tracks and thanking and appreciating researchers and motivating them for global publication.
▪ Reviewing the file of developments in postgraduate studies in university councils according to the requirements and developments of the labor market.
▪ Approval of allocating 30 seats for candidates of the Office of Financial Supervision at the Higher Institute of Accounting and Financial Studies in the specialty (Chartered Accountant).
▪ Activating the mechanisms and minutes of cooperation between Iraqi universities and state institutions in light of the specialized needs and the university’s powers and independence.
▪ Approval of the occupancy and rotation of vacant seats within the plan of universities in graduate studies for the year 2023/2022.
▪ Approval of the resumption of studies in the suspended departments that received students covered by the deferred expansion and deferred students.
▪ Approval of the recommendations of the competent committee regarding the treatment of cases of some graduates of the Institute of Arab History before 2013.
▪ Forming a higher committee headed by the Scientific Supervision and Evaluation Authority to determine the recommendations and organizational steps necessary to host the work of the Conference of the Union of Arab Universities and the Conference of Arab Ministers of Education.
▪ Addressing the situation of students who have completed the courses under e-learning for the period from 10/5/2020 to 9/11/2021 and not asking the student for leave during the aforementioned period, provided that it does not affect his functional work, documenting and supporting this officially, and indicating the details of the study and its stages in the cultural attachés .
▪ Studying the possible treatment to mitigate the impact of referring teachers to retirement, counting the specialties and the numbers of retired ones, and calculating the actual need according to the indicators of colleges and departments, especially with regard to holders of higher degrees in medical and health specialties.
▪ Not agreeing to the recommendation to submit graduates of the agricultural professional branch to the evening study in the Department of Applied Geology at the Faculty of Science.
▪ Approval of transferring those accepted into the evening study to the channel of the families of the martyrs from the students who later fulfilled the administrative procedures for proving their inclusion in the provisions of the Martyrs Foundation Law.
The meeting concluded by reviewing the indicators for evaluating the performance of universities from the Scientific Supervision and Evaluation Authority, while the Minister of Higher Education and Scientific Research directed all universities to cooperate and fully integrate with the Ministry of Education in the file of hosting the final exams for preparatory students.
