The Minister of Higher Education and Scientific Research, Dr. Naim Al-Aboudi, chaired the second meeting of the Opinion 2025 Commission in the presence of its members from the advanced staff and heads of public universities.
At the beginning of the meeting, the Minister of Education emphasized that the Ministry of Higher Education and Scientific Research is keen in all circumstances on its scientific and service role in caring for students, providing support and promoting the areas of leadership that they seek.
He also stressed the importance of observing authentic university values and preserving university traditions during university events in order to enhance the status of academic institutions as inspiring models in achieving their mission and development goals.
The Minister of Education reiterated the importance of working within the granted powers and facilitating the completion of procedures in accordance with the legal requirements and reducing time and effort to serve the public interest in light of the comprehensive digital transformation and automation of processes and procedures at the Ministry of Higher Education and Scientific Research.
The members of the opinion body discussed the paragraphs on its agenda and voted on the following decisions:
▪️ Universities, colleges and public and private institutes start uploading and updating the data of students, teachers and curricula in the centralized systems of the Ministry of Higher Education and Scientific Research (SIS – LMS – HRMS) to complement the automation project in the ministry and universities that was inaugurated by the Prime Minister.
▪️Adoption A special form to discuss higher diploma projects for medical specialties.
▪️ Raise the minimum score for evaluating the performance of teachers to 75% in the evaluation form for the year 2025/2024.
▪️Approval On the possibility of allowing the addition of PhD holders with the rank of teacher with experience and competence to the membership of scientific committees in departments in the absence of advanced scientific titles.
▪️Approval on the draft law of the Urban and Regional Planning Institute for Graduate Studies.
The meeting of the opinion body included a number of presentations on digital transformation and automation in the Ministry of Higher Education and Scientific Research and the Study in Iraq program, while Minister of Higher Education and Scientific Research Dr. Naim Al-Aboudi concluded the meeting by directing that the official working hours of university institutions in the capital Baghdad be taken into account based on the decision of the Council of Ministers starting from the second of next March and the adoption of appropriate timings that ensure the provision of educational services and programs and maintain their quality and institutional performance requirements
