In his speech, the Minister of Education emphasized that the return of the Federation to Iraq represents the restoration of Baghdad’s role and the consolidation of its leading position as the initiator of the establishment of the Federation of Arab Scientific Research Councils nearly fifty years ago, given its extensive scientific history, distinguished academic institutions, and creative human resources. He noted that this step enjoys direct support from the Council of Ministers, which approved the recommendations of the Ministry of Higher Education regarding the return of the Federation’s headquarters to Baghdad, the allocation of an Iraqi contribution of 50% of the Federation’s annual budget, and the facilitation of the work procedures of Federation employees through coordination with the relevant authorities.
The Minister of Education reiterated his full support for the work of the General Federation of Arab Scientific Research Councils in Baghdad, paving the way for further joint research cooperation, the exchange of expertise, and strategic partnerships that will raise the status of scientific research to the level of challenges and contribute to building an Arab future based on knowledge and innovation.
He called for transforming the Union’s headquarters in Baghdad into a compass for Arab research programs, a permanent platform for scientific dialogue, and a center for integration between Arab minds in the fields of energy, technology, health, water, food security, and other shared strategic priorities.
For their part, the Secretary-General of the Union of Arab Scientific Research Councils, Dr. Abdul Majeed Ben Amara, and the Assistant Secretary-General for Economic Affairs at the League of Arab States, Ambassador Dr. Ali bin Ibrahim Al-Maliki, praised the efforts of the Iraqi government and the Ministry of Higher Education and Scientific Research in facilitating the return of the Union’s headquarters to the Iraqi capital, Baghdad.
