The Advisory Board at the Ministry of Higher Education and Scientific Research assures all employees in its institutions that the Cabinet’s decision does not, in any way, affect the university service allowances granted to full-time university service employees in accordance with the law. It also does not affect the allowances granted under the provisions of clauses (1) and (2) of Article (14) of the University Service Law to both technical and administrative staff. Furthermore, the content of paragraph (7) of Cabinet Decision No. (40) of 2026 is consistent with the legal provisions of the University Service Law, which remains in effect.
The Ministry of Higher Education and Scientific Research reiterates its commitment to upholding the entitlements of its employees, whether at the Ministry headquarters or at Iraqi universities, in accordance with applicable legal frameworks and legislation.
