Under the auspices and guidance of Minister of Higher Education and Scientific Research Dr. Naim al-Abboudi, the Ministries of Higher Education in the Federal Government and the Kurdistan Regional Government signed a joint agreement to regulate the mechanisms for the exchange of student admissions between the universities of the center and the region.
The agreement came during a joint meeting held in the city of Erbil, in the presence of the Undersecretary of the Ministry of Higher Education for Scientific Research Affairs, Dr. Haider Abdul Dahed, the Minister of Higher Education in the Kurdistan Regional Government, Dr. Aram Mohammed Qader Amin, and a number of supervision, scientific evaluation and quality assurance officials, directors-general and advisors.
The two sides stressed that this important agreement, which occurs for the first time at the level of defining procedures and mechanisms for their implementation, comes within a governmental process aimed at facilitating the movement of students and researchers, and enhancing understanding, scientific partnership, cooperation and integration between academic institutions throughout Iraq.
The agreement includes the allocation of study seats within the initial and higher studies programs for both parties, including medical, engineering, humanitarian and technical disciplines, according to the regulations approved by both sides and the official application and competition procedures, starting from the academic year 2026/2025.
